Abstract

Pemanfaatan pengetahuan digital dan praktik berbagi pengetahuan dalam organisasi publik menjadi elemen penting untuk mendukung peningkatan kompetensi pegawai. Perubahan tata kelola berbasis digital mendorong organisasi memperkuat kapasitas internal melalui penyediaan pengetahuan yang terstruktur, aksesibel, dan dapat dibagikan melalui platform digital. Dalam konteks ini, budaya organisasi pembelajar berperan sebagai faktor yang memfasilitasi proses pembelajaran berkelanjutan. Namun, peran langsung budaya pembelajaran terhadap peningkatan kompetensi sering kali tidak konsisten dalam temuan empiris. Penelitian ini bertujuan menganalisis pengaruh digital knowledge management, digital knowledge sharing, dan learning organization culture terhadap kompetensi pegawai, serta menguji peran hubungan langsung maupun tidak langsung di antara variabel tersebut. Penelitian ini juga menguji sejauh mana budaya organisasi pembelajar berkontribusi terhadap peningkatan kompetensi baik secara langsung maupun melalui mekanisme berbagi pengetahuan digital. Penelitian menggunakan pendekatan kuantitatif dengan metode Structural Equation Modeling berbasis Partial Least Squares. Sampel terdiri dari pegawai pada organisasi publik yang menggunakan sistem digital dalam pelaksanaan tugas. Pengumpulan data dilakukan melalui survei menggunakan instrumen terstandar yang telah diuji validitas dan reliabilitasnya. Hasil penelitian menunjukkan bahwa digital knowledge management dan learning organization culture berpengaruh signifikan terhadap digital knowledge sharing. Digital knowledge sharing memiliki pengaruh paling kuat terhadap kompetensi. Digital knowledge management juga terbukti berpengaruh langsung terhadap kompetensi, sedangkan pengaruh langsung learning organization culture terhadap kompetensi tidak signifikan. Pengaruh tidak langsung melalui digital knowledge sharing terbukti signifikan sehingga menunjukkan bahwa peningkatan kompetensi terutama terjadi melalui aktivitas berbagi pengetahuan digital. Temuan ini memberikan implikasi bahwa organisasi publik perlu memperkuat sistem pengelolaan pengetahuan digital dan mendorong aktivitas berbagi pengetahuan sebagai strategi pengembangan kompetensi.
